I am looking for a good way that is under $80 to get a+ training. it needs to be 2003 compliant (unlike some things I have seen recomemded). what would you recomend?

Read the book, use the CD's practice questions, take online practice tests like the ones available at WWW.MCMCSE.COM

The A+ certification is entry level, but don't be fooled. The tests cover a lot of material and are not a breeze.

A good judge of knowledge is when you can take practice tests and continually score in the upper 80's - low 90's, you should be ready to take the tests.

I don't know of any good videos, theres so much material to cover it wouldn't really be practical.
