anyways, since you did a video stress test and got 60 FPS. this mean that its not the video card that is the problem here.
its your processor. also when you are stressing in single player, you stress your ram, cpu, and GPU opposed to the video stress test where you only stress the video card...
no... we are isolating yourself from other players. i dont liek to use the video stress test because you will never be able to play in the map that is in the stress test so why find fps using the stress test when your never going to play in a scenario like that?

if you google about "low fps in CSS" a lot of people have a simliar box to the author's friend and they are getting 7-11 fps
but just tell your friend to check his fps first.
ahaha, i used to think half-life was cs too but if you look at some screenshots, they look like a completely different game.

one thing i forgot to mention is that is depends on what map your playing in and how many players are in the server. generally i play in cs_office with 20 players and it gives me about 70-120fps.
your system is probably fine playing in de_dust, dust2, iceworld with aprox...
can you back that up please?
im on an opteron 165, 2GB ram, and x1950xt and i get about 70-120fps on max settings.
before when i was on an opteron 140, 1gb of ram, and geforce 7300gt on max settings, i get around 15-40fps, which is barely playable.
CSS stresses CPU more than your graphics card. therefor if you want to play CSS smoother get a dual core.
ask your friend to play single player and get this FPS.
