70% is good to go, make sure to dry it properly afterwards. DIE = upper surface of the CPU, dont try to pull it off the packaging, else it will break the CPU's actual DIE. and your CPU will surely DIE (AKA Rest in Peace) and i am going to sleep now!

    Monitor - Refresh Rates

well, in most cases, software cannot force drivers to adjust hardware settings. now if your system is showing that it can only accept 72Hz for 10x7 resolution, then its for a cause. forcing resolutions over that, will not cause your CRT tube to burn, BUT, it will shut down your monitor and then...

    Monitor - Refresh Rates

well ok, because TV's doesn't comes with Generic Drivers, therefore, your windows can only apply 60Hz of resolution assignment to your TV. which is least possible for any CRT, as if you accidentally apply higher refresh rates to your CRT, then it will burn the Tube. so, just accept what you are...

IIS configuration is straight forward, 5-6 clicks, and your server is ready to accept http requests. while Apache requires configuration via command line, which isnt easy to configure. (I am sure someone must have developed a GUI for Apache as well)

Connect a Cinema Display to a PC?

I believe older MAC monitors have oval shaped connections, rather than rectangular in newer cases as well as in DVI's. I cannot assure, but do have a look on converters. as that MAC monitor convertor must have a name, it may not work, but give it a try.

    Monitor - Refresh Rates

i assume your TV is LCD, LCD's can only sustain 60Hz refresh rates and not higher than that, as there is no concept of REFRESH in LCDs. its CRT's native only. so, there is no way you can effect TV's resolution by inputting higher resolutions.
